Culture as I understand it, is the acceptable norms and practices of a region. It is not attached to a person or race, but a region. This is important to understand when studying history. We cannot in all fairness judge the past, solely on our own culture. What is acceptable in one culture is not acceptable in another, or what was acceptable is not acceptable today; and perhaps wont be again tomorrow.
Next, regardless of culture, time or beliefs, it is generally accepted that there are certain norms; not murdering, raping, stealing. However, every region has its own culture and often times different belief systems, so what is acceptable in one region is not necessarily acceptable in another; for instance, committing ******* in feudal Japan was honorable, the marriage of children was acceptable in Africa, Middle East and Far East, and women who could swim in America were considered witches and put to death.
In closing, I hope this was helpful. However, I want extra points for doing your homework.

You may haven’t intended to do so, but I think you have managed to express the state of mind that lots of people are in. The sense of wanting to help, but not knowing how or wherever, is something lots of us are going via.
